It's not easy. The spring on the shaft inside has either broken, come loose, or the u-bolts holding the shaft on the bracket have come loose.
It needs to be rolled up as evenly as possible, still attached to the bracket, or lifted down then rolled up, secured with tie-downs wrapped around it, then the spring replaced or sorted out.Once that's sorted, door rolled up and back on the brackets, then to re-tension the spring you need to use a stilson on the shaft, turning it to tighten the spring bit by bit, loosening a u-bolt when you turn the stilson, tightening the u-bolt when you need to shift the stilson to do the next bit. Make a mistake, and at best you'll give yourself a nasty fright. You tension the spring with the door rolled up and on the tracks - a bit of trial and error to get the right amount - too much and it will lift at the bottom, too little and it will be too heavy - and cause issues if there's an auto opener.
Mark the position of the shaft on the brackets before you start.Keep a close eye on the shaft to make sure it doesn't come out of the u-bolt at either end when you're tightening it - or you'll really be in trouble (and danger as they are very heavy).
If this sounds tricky (and it can be), then call in a pro.You may find that they also aren't keen to do it, as it's a two-man job which can easily turn into a can of worms.

Very good advice thanks worked a treat.
The doors were taken down and although tied they unrolled so it was an effort but now all sorted.
