The flowers don't open out like the one you describe, they're always closed up even the healthy ones. It's not a hibiscus either, there were 2 of those next to it. It drops it's leaves in winter and the flowers are out now. They are not scented. ( A bit manky looking I know - reminds me of camellia flower problems, that brown)

It's actually a hibiscus, just not the tropical version. Hibiscus syriacus, I think, known as rose of sharon.

It's a double form of Hibiscus syriacus which is why the flowers don't appear to open properly.

Aha. So it is, makes sense, there were 2 other regular Hibiscus next to it. Thanks. Hmmm, wiki says it can be invasive.
