When to move/transplant a Winter Sweet shrub?

Does anyone have any ideas on when would be the best time to move a Winter Sweet shrub.
It is approx 9 years old and is around 5ft in height.

I would move it in the winter when it has lost all its leaves. First cut all the stems down to ground level it will soon rejuvenate in the spring.

I would do it in early winter. And I wouldn't be so ruthless with the pruning.
Dig round the plant a month or so earlier.
On the other hand when we transplanted ours from a friends place fifty years ago we just dug it up in the summer and it survived happily ever since.
