you seem to be getting cooler weather so what plants are frost tender ? just drape over plant peg down as will blow off in wind

Bit of rain drags it down over the plant will it not make the plant (bromliade)?

You shouldn't need it on when it's raining. I always just roll it off during the day and roll it back on again at night. And I use largish pebbles to anchor it down.

Put some bamboo stakes around the plant and drape the frost cloth over the stakes. Some of the clothes pegs from the $ stores work well to hold the cloth on.

Living in an area that can get very heavy frosts . I've always understood that you should keep the cloth away from the foliage (not always easy to do).
Otherwise, I do what koru67 suggested.
