Probably aphids, use something like pyrethrum, short term and natural

I find that happens when they get to dry you can wash off the black aphids and give lots of water.

Wash them with a hose set to low and brushing the leaves through your fingers. I only get aphids if the plants are stressed from drying out too often, so washing off helps by adding water as well.
