If it flowered heavily last year it could concentrate on growing this year. Pohutukawa don't necessarily flower every year.

most plants and fruit trees do a heavy one year , lighter the next flowering or fruit cycle. Sometimes Pohutukawas flower anytime from late Nov to mid Jan. Depends on weather, ie length of days or how hot or dry the season is. Deciduous trees develop leaves on length of daylight. So later when more overcast days in early spring ( which also means cooler because of less sunlight)

Surrounded by Pohutukawa trees in Tauranga, they are all flowering.
