The quality plastic pots are sold separately from their matching drip trays and the thin plastic ones come from the wholesale nurseries, cost included in the retail, like punnets for seedlings.
The cheap thin pots don't usually come with trays. Most garden centres have recycle bins for drop off or pick up that have lots of these pots in it if you need to get rid or get new. if your local doesn't have this, suggest they put one in.

I have never come across it either, but then I have never bought a plant in a pot that has a drip tray. Plant in cheap pot yes, then decorative set to pot into - but not together.
I think the shop should have made that double jeopardy clear in the labeling or signage.

Some still offer the boot liner, but I usually keep a couple of tubs, crates, or plastic bags, just in case I decide to go to a garden centre when out, or flea market. Some good bargains.

Have read the posting a bit more and I see OP was referring to the plant pot saucer. Try opshops for cheapies.
