Is it rust or thrips, I always had to spray for thrips, never had rust

I currently have rust on some cordyline stricta show offs (never had it before on them but our winter was wet as it was in a lot of NZ). Recently I real the DYC vinegar newsletter that says mix 1 TBS apple cider vinegar with 1 litre warm water and spray morning or night when the temperature is cool. Yet to try it but happy to see if a natural solution works. They also say to use it for black spot and powdery mildew.
