It is a series of white sticky nests each with a reddish egg inside. I have sprayed with a combination of Supershield and Conqueror oil but no effect. Any other suggstions?

How about keeping a close eye on them till they hatch? Then you might know what you're up against. I've never seen anything like it either.

Just looked through my copy of Ruud Kleinpaste's "Backyard Battlefield". A picture in there of Scale Insect eggs looks very like your photo.

They are one of the many scale insects and you need to spray with, at least, an oil spray. If you are not anti chemicals add an insecticide. These insects are sitting on hundreds of babys so you may need to spray 2,3 or more times to get them all. Even when dead they will remain on the tree for a considerable time. The oil will help suffocate them so give good coverage.

OK, I will keep on with the Conqueror and Supershield, maybe more often.

Not 100% sure but if you squish them and there is no red "mess" then they are probably dead. Hard to control as they have a waxy coating which makes it harder for sprays to take effect.

Grab a knife, scrape them off
Seems to be some galls in the leaves as well
Possibly not a litte plant (Camelia ? ) worth perservering with

Citrus tree, probably a lemon and scale LOVE citrus. Scraping them off will remove a lot of them but not all the microscopic babies you cannot see.

You image is a bit fuzzy so they could be spittle bugs.

Definitely scale insect

Wouldn't it be the wrong time of the year for these little horrors?

It is scale insect as maclad said. Conqueror oil is your best bet, suffocate the buggers.

They are looking less puffed up. Hopefully dying with my spraying regime.

They are very sticky, more like a web texture

I have these on my apple tree. Was told they're wooly aphids.

Are these moving at all, or are they stuck in place with a hardish cover over them. If you squish them with your thumbnail are they dryish or do they ooze out a thick liquid. If oozing then they are still alive, if dry and flake off they are dead.

If it is aphids, look at this site below - very helpful.
