No leaves on weeping cherry?

What could be the reason for this?

Ours succumbed to too much water in the winter and has died I think . no leaves or growth at all.

Did it have leaves until recently? I would wonder about heat stress. We have many trees dropping leaves as it's been so hot & dry. If you try bending a twiglet or two, do they snap & break or are they still flexible, this will give you an idea if the tree is dead or dying or just in conservation mode. If the later it would benefit from a good drink & mulching. If it's as the previous poster suggests then nothing will help.

It never got leaves. I remember seeing blossoms appear in spring but don’t remember if it went into full bloom. It seems to have dried up buds. Hope it’s not dead, it’s such a beautiful part of our garden. I have given it a deep water and mulched - fingers crossed.

If you scrap one of the branches with your fingernail and there is green underneath the bark then it will still be alive. If it is brown then the tree is dead.
