I planted Tulips about 5 years ago. The first year we had a mass of flowers. Ever since when the come up all we get is leaves. Any one have any idea why this is and can I do any thing to encourage flowering again ?

First flowering would have been initiated prior to you getting them. Since then your actions have altered their performance.

Indeed. I'm in the same city as OP, and I lift my bulbs, and store them in pantyhose once dried (after the leaves have completely dried off), hanging from a nail in the stud in the shed.
Come early July, I put them in the bottom of the fridge in a plastic bag for a week, then plant out into prepared plot or pot. They've not failed to flower again yet.
Oh, and Thrive really isn't enough to develop good bulbs, with plenty of fuel to grow the flowers for the next year - if you can't get horse or cow manure and make a liquid (google how), then sheep pellets and bulb granules according to directions. They're fairly gross (hungry!) feeders.

Thanks for that. I will lift the bulbs once the leaves die down, and feed them well next season.

If you feed them when the leaves appear, then again when they're supposed to be flowering as they will start developing next years flowers between flowering and when the leaves die off.
