We are re-gibbing a small toilet room that just has a toilet and a small hand basins in it. Does it need to have aqualine or is standard gib with some kind of splash back around the hand basin ok?

No, normal gib is ok. If you are really concerned, seal it with sure seal or similar and use semi gloss paint.

best to seal in oil based pigmented sealer though . also cut onions in half and leave on a plate in the room - supposedly it soaks up the smell. though i was told this AFTER i put up with fume smell for days after

as above, I personally would put aqualine behind the basin but then im a bit picky haha,

I would do the entire room in aqualine.
