Isnt the post you are talking about what #2 warned about (electrical safety nazis) probably some sparkie's wife who doesnt know a brown wire from a red one.LOL

so tell me what do sparkies use to join wires when the roll they are using isnt long enough, would that be chocolate blocks (name for wiring blocks)and then put insul tape around them i seem to recall seeing this done or am i mistaken!

Properly secured that's fine, there was nothing mentioned by the OP about any strain relief provided. If the cable gets yanked apart there is potential for real tears.
I take where you have seen this is for non external exposed wiring, you find a sparky that does that to a power lead you have a sparky that is messing with his lively hood. However I concede that it is possible as I have had near misses involving cowboy sparkies.
Do I call my doctor a "health nazi" for telling me to cut down on the 3 steak and cheeses for breakfast even though I have them with a diet coke! Then do I keep asking the same question until I get the answer I want to hear.

Why not just cut the lead where it is damaged and fit a plugtop!

We don't join a flexible cable, we just replace it or just cut it shorter and put on a plug top. We only join cables designed to be installed in a permanant manner. ie TPS types.
