we run cold water first thing in the morning ,only seems to do it when the cold is run not the hot. spout doesnt seem to leak during the day at all,we had a new pressure reducing valve put in a few months back and set the water level a few inches short of the top of the pipe. any ideas!

Possibly you need to replace ,or adjust the pressure reduction valve that controls the pressure into your hot water cylinder.

make your 'spout' pipe longer or ideally reduce pressure slightly if valve is adjustable would be my reccomendation

there is a little bar that hold the washer thatcontrols the water flow. its in the round bit under a hot water tank. all it needs is being cleaned or replaced all of $2.50 little bits of grit can get under it and thats enough for water to spurt over the spout.
