Probably just needs a new washer. Maybe you could turn the water off at the road and unscrew the ballcock mechanism.

Itwill be the suppy tank for the hot water over flowing .Replace the ballcock valve ,waste time rewashing it ,as the inside where is slides be worn and seat stuffedand take longer to rewasher than replace it.

You will if the header tank doesn't have its own tap before the ballcock.
