If running a new circuit of 2.5mm cable under a house, rather than clip it all with new clips, is it acceptable/legal to cable-tie it to an existing clipped run where the runs are together!

that is fine - you see TPS dragged across the dirt sometimes under homes. As long as its secure there will be no issues.
