How to re-spray my metallic panel

My metallic panel is rusted and I like to re spray them.

This what I intend to do
a. stripped it to bare metal
b. spray CRC Rust converter
c. spray Wattyl 300g Killrust Epoxy Gloss Enamel

or should I do
a. stripped the panel to bare metal
b. spray CRC Zinc Protection Aerosols
c. spray Wattyl 300g Killrust Epoxy Gloss Enamel

Or what would you do?

Either would be OK. Remember that painting is a system. As long as each part is compatible with the one that follows it, things will be OK.

The second option will give better protection as long as you get rid of all the rust first. If you cant, use the rust converter, then the zinc, then the topcoat.
I used that CRC Zinc primer to repaint a rack inside my dishwasher and it has lasted for several years.

Ours is worse than yours due to salt laden winds. I'm thinking making a wooden one with cedar weatherboard off cuts.

Have you considered getting an aluminium one folded up?
Never have to worry about rust etc again.

Looks like a standard meter door. Identical to the one outside my garage.

Given the condition of the rust and the amount of work required to clean up, I would just get another new one as well

Well what about getting a stainless one made - seriously it wouldn't cost that much and you'd never need to paint it.
