in our laundry at the back of the house there is a separate tap next to the laundry tub - we don't use this tap at all and use the ones on the laundry tub to hand wash clothes. etc. we have an outdoor tap but it is at the front of the house - miles away from the back garden Could we get a plumber to change the tap in the laundry and turn it around, put a new tap fitting on so the tap becomes an outside tap? - or would we need new plumbing?
any advice would be appreciated

Yes, you can fit a hose cock. Beware that any drips etc. will end up on the laundry floor.

what I meant was instead of the tap being on the inside in the laundry, it gets put on the outside of the house

Probably difficult to do without opening up the wall and changing the fittings. But easily done if you don't mind having a large hole to patch in the wall. The current tap will most likely be attached to a "wingback", which would be almost impossible to simply rotate 180 degrees to face outwards. If you have a wooden floor with decent access under the house, it might be easier to tee into one of the water lines from below, then run the new line to anywhere you want through the foundations.
