It's a bamboo. Possibly one of the Sasa group - but don't ask me which - I don't care for any of them.

It looks like palm grass -Setaria palmifolia - and it IS a pest plant. Don't let it set seeds - every one grows. My neighbours thought it was attractive. Not too hard to dig out though. I'm still digging out seedlings.
