Toilet not flushing properly.

1 of our toilets (upstairs) doesn't flush properly. Lumps seem to go down ok but the toilet paper seems to take a couple of goes to get down, would it be a jammed toilet duck or something else?
Any techniques I should try?

have you checked what the water level is set to in the cistern? Mine had problems flushing as the water level was set too low

I used one of those toilet cleaners which clipped on the side with four balls.When I was cleaning the bowl one day it disappeared and then the toilet nearly blocked .Eventually with a Bunnings toilet unblocker I managed to hook it and pull it out . It was too big with the angled plastic extension part to go past the pan pipe joiner to the main waste pipe

Yes, husband as an ex-plumber hates them, says they should be banned.
Just clean your loo instead.

Im actually thinking its this. Seems not enough water comes out the cistern.

If it is a faulty loo, a new one is only $99. I'm not sure what the cost is to install, but I wouldn't think a lot of dosh.
