Fibrous roots through garden

Trying to make a small flower bed where there was rhubarb, don’t know if it was the rhubarb but the area is difficult even to weed being full of fibrous roots acting like reinforcing to the soil . Is it likely to be from the rhubarb and is there an easier solution than just tugging and pulling?

Rhubarb doesn't have fibrous roots, they have solid woody roots. something growing nearby?

Unless it’s from a feijoa tree about 12 feet away and with paved area between tree and garden.

No at one time mint was growing there and periodically garlic,

More than likely to be feijoa roots. If so then you could safely remove them without compromising your feijoa as it will have plenty more roots.
