no. But if you peel it off carefully, it will leave a backing you can paint over.

I am not expert on this, at all, but if you give the paper a light sanding and paint over with the correct "pigmented sealer" it may be OK. You need to remove the shiny surface first. May require sanding between first two coats to smooth surface. Guessing here. Up to you to decide which is best solution, remove paper or sand. Keep in mind that painted walls will show up each and every small flaw and you may be better off to paper, paper is more forgiving.

Think you can get a sealer to put on first, talk to resene, If you strip top layer you will have to skim coat to provide good paintable service

Walls aren't very smooth so I used textured matt wallpaper but over the years my cats have shredded it in places and rather than repaper I'd thought of a light sanding and a matt paint over the top. Some bits I can replace but I would have to repaper the whole hall and they would probably shred that too- no I'm not getting rid of them, they are elderly now anyway. :)
