I'm after a piece of metal pipe thats precisely between 22-23mm diameter (on the outside). Nothing fancy required just a bit of old scrap but I could pay $20 if necessary. Any ideas ?

See if you can find a cheap broom with an extendable handle. The thicker of the two sliding tubes on mine is 22mm.
Pipe is actually measured by the inside diameter, e w tube which is light walled is measured outside. If its pipe you are asking for 3/4 inch pipe. Go to a local engineering firm
