Painting advice

We have a black steel gate which is full of white oxidation spots, to repaint do I have to remove all the spots or just lightly wire brush.Should I use a primer first

If the spots are white it is unlikely that the gate is steel. Oxidation on steel is brown rust.

wire brush or sand down wash down allow to dry then prime entire gate

Or galvanised steel. Either way make sure you use a primer that states it is for galv or aluminium. Some are not compatible with non ferrous metals.
Wash down first, as above and abrade the surface thoroughly with coarse sandpaper. Blow off dust and prime asap.
