Matt black paint for wooden toy

Can I assume that matt black spray paint is OK to paint a wooden toy, from a safety point of view?

All regular modern paints are basically safe once they are cured.

The paint may get chipped, and I don't want the primer to show through. Is black primer available? I do have shellac.

I'd seal it with PVA mixed 10% with water, let it dry for a good 24 hrs, give it a light sand and then paint. (Old painters trick, works a treat).

You can get black etch primer in aerosol cans.
