Of course. They don't like going in to the roof cavity either.
So they're signing something off that they're charging to inspect - without actually inspecting it.

The installer has now come back and put in the flashing that should have been there in the first place. The council inspector signed off the flashing was ok when there wasn't any, and he certainly didn't look in the roof.I will be complaining to them about what a farce it is. Far out!

Usually only a couple of ways a flue will leak. Either no soaker flashing or the lock seem hasn't been sealed. Some plumbers use wafer screws to fix the dectite/aquaseal to the flashing. I've seen a few of these leak as well. Rivets are much better.

Glad it came right. Definitely follow up with the council. We had a dodgy inspector here who often did not leave his vehicle to sign off. It has cost ratepayers hundreds of thousands of dollars all up, possibly more, in terms of remedial work.
