asking this question on behalf of someone they were mowing someones lawn and its a 3.5 briggs classic engine in the front where the throttle cable attaches to it got snagged on some fence wire and now the throttle lever wont stop the mower but when you pust the lever in front of the mower by hand it cutts out could something have been bent? hope this description makes sence lol

Just remove the cable and use the lever, the cables are always catching on things. (o:

Follow the cable from the handle down to the lever on the motor. You will probably see that the outer cable has moved in the clamp. Loosen the clamp and adjust the cable to get it to work properly. Tighten the clamp.
Pays to put some ties around the cable to stop it catching on branches.

wasn't the cable itself that got caught on the fence wire have tried mowing the cable by unscrewing the cable clamp didn't prove anything and the mower is idling a bit high as well, the throtle lever in front of engine is not returning far enough back to cut off

Theres a wire and a insulated part of the throttle/cable part. When the throttle is closed completly, it bridges this gap and shorts out the wire, stopping the engine.
If the outer 'bowden cable' (looks like a tube made from a spring) has shifted under the tiny one screw metal tab clamp, it upsets stuff like they said above.
