I have an old pear tree (well over 40 years old) in my backyard here on the North Shore. Fruits well.

Paeonies and apricots are cold climate plants and even tho some plants may grow reasonably well out of their comfort zone, some just need the exact conditions to flourish. I grow paeonies very well in Tauranga. They are always large and healthy and you never know, oneday they may surprise me by flowering. I have actually seen them flower here on occasion.

Have you thought of asking the neighbours if you could have them before they rot?
