Pruning Dwarf Apple tree

We planted a dwarf apple Ballerina 3 years ago. It had fruit 1st year-last year nothing-had been fed
I haven't pruned it yet-should I reduce the size of the highest shoot? or leave it for another year or so?

You shouldn't need to prune a Ballerina tree - that's one of the great things about these varieties! Unless there are side branches developing that you want to remove, it shouldn't need pruning. The fruit is produced on short spurs. It may not have produced fruit in the second year, as it might have stressed itself out with the crop in the first year.
