I have just started stripping away 2 layers of wallpaper from one of the bedrooms in our new house, only to find chipboard underneath, something I have never come across before. I need to find out how to properly prepare this type of surface for rewallpapering.
Any suggestions please.

Definitely chip board. it is what we used on the floor when I did an extension on another property.

Particle board and plywood were used as bracing where it was not possible to have a long 45 degree brace, twink has the right answer, but remember to seal properly before wallpapering.

there was a board a bit like chip board used in housing back in the late 70's early 80's i can't rember who brought it out but it never got popular. It was treated in much the same way as gib as far as wall papering went

oil based sealer makes easy stripping in the future
