Removing oil off garage concrete floor b4 painting

Previous owner did some diy on cars etc, now left with oil stains on floor.
Is there any way to remove or fix the staining so it wont show through a two pot paint of the floor!

Hydrochloric acid is often used to remove the old oil stains at least to a degree that they won't bleed through the paint or stop the paint from adhereing.

Scrub most of the oil off using kerosine or turps. Then spray with Engine Degreaser and wash off with water.

Sodium Metabisulphite, make up a solution and leave to soak, works wonders and is cheap.
