Painting over old oil based paint

Old bathroom with peeling paint on the ceiling. We think it might be oil based paint . can you paint over with water based ?

Put on a coat of acrylic (water based) primer/undercoat first (don't forget to give it a good wash first and sand it when dry). Water based will not stick well to an oil based enamel Hopefully the water based you are putting on is a water based enamel. Peter

You'd be better off to sheet over it and paint again from scratch. If it's already peeling, it will just continue to peel underneath whatever you paint on - especially acrylic.

What's the ceiling made of?

It is gib. The peeling is in a small area above the shower

The peeling paint may well be acrylic that has already been painted over enamel.A new ceiling is the only surefire way to stop it happening again and it isn't that hard to do. Either remove the old one and screw Gib Aqualine up or remove scotia and battens if any and screw new Aqualine over the old ceiling and use an oil based sealer and then paint with a waterborne enamel
Or wash it down/mould kill and scrape and sand it and sand it. Then sand it again. The more the better. Then a coat of Zinsser Cover Stain or BIN Sealer or similar. Then paint it

I have done a number of these - scrape off any blistered paint and then skim coat with plaster. Sand when dry, apply a coat of alkyd primer. 24 hours later apply a coat of Tradex oil based primer/undercoat and then 2 top coats of Tradex oil based satin with 24 hours dry time - never fails. I will not use any acrylics for this type of repair.
