Is it too late to plant

delphiniums, foxgloves and dahlias!

Umm my Ma, in Bay of Plenty, just planted 3 weeks ago, some dahlia bulbs she had lying around on her deck in an empty pot. They were all shrivelled and thought they'd died. She saw they were starting to sprout on their own so put them in pots, covered them in old soil from another plant (didn't have potting mix at hand) threw in a bit of water and they are in beautiful bloom now and still growing. So maybe the dahlias might be ok.

The foxgloves might be OK as well. I have some small ones that have just started growing here.

I would put in delphiniums and foxgloves, given they're biennial, as they'll flower next spring/summer. Dahlias - no, unless in pots so you can protect them over winter.

I never worry about my Dahlias just leave them in the ground over winter OK we dont get bad frosts in the Hutt but the tubers seem very hardy.
