This is the thing that I don't get about this.
It was installed inside the unit, Yes.
And then, the bathroom stuff was installed later on.
Technically it's just a shed or unit untill it's been changed into a bathroom by the addition of a bathroom shower, sink & such.

But when it was installed, there was no shower, sink & such.
And what was installed originally, and wrongly signed off on, before the addition of shower & such, wasn't the gas heater that was in it later on when the incident happened.
There's two disconnections between the original fitting & the incident.

Yes, guilty of wrongly signing off in the original unit, but not for fitting the unit into a bathroom, or for the different unit refitted to the existing bathroom.

How much later on? Could have been all part of same job. They were making a temporary bathroom not a garden shed.
