Using Soapy water for bugs

I read somewhere a mixture of soapy water and cooking oil to use on your plants instead of buying Neem Oil.
Does anyone know the mixture?

I just got some of my still fairly clean kitchen sink water and scooped it into the spray bottle, and sprayed my heavily infested rock melon, the suckers were all dead and gone the next day and a few days later my plant took off. so guess 1 tsp to 10 litres was plenty. [ Palmolive original in this house]

don't use cooking oil on soft leaves
its okay on moss on trees but clogs the pores on soft leaves, then they die

dishwash is excellent for knocking over aphids etc, on its own, and as above, use the used sink water
