Weatherboards above concrete slab

What are the rules or regulations for attaching weatherboards above a concrete slab? I've had a look at BRANZ etc but have not found anything adequate.
So, there's a concrete slab varying from 800mm to 300mm high.
There's a slotted drain along the outside.
There's a Douglas Fir plate on top of malthoid* on the concrete.
Outside the plate and framing is building paper that hangs down below the plate and is now useless and falling to bits.
There is an H4 weatherboard outside that, with an H4 spacer underneath.
There is no rot anywhere, but there are gaps that insects and worms can enter.
I'd like to put Malthoid in place of the building paper.
The house was built nearly 30 years ago to the rules at the time.
The rules then and now don't seem very good.
Ideas anyone?

* does anyone not know what Malthoid is? "Malthoid is a 2-ply felt material impregnated with bitumen" but the hardware shop don't know what it is despite having it on their shelves labelled as Malthoid.

However I found where the shower outlet was leaking and have fixed that.

They’re pulling Malthoid out of a building we are going to work on soon. They found it was full of asbestos

"Asbestos mat was the first inorganic base material but was outlawed in the 1980s for health reasons but is still in use on some buildings."
I have some rolls of Malthoid made since 2010. I reckon it should be OK.
I think it would be much better than my building paper that has now gone rotten.

The building was designed by an architect and built by professional builders and inspected by Council.
I don't like what I have seen about framing on a concrete slab.
