Cutting it reduces the risk that a random crack will appear as the ground settles, because it will crack at the cut and not be noticeable.

tile grout as it is relatively cheap and comes in various colors. As its latex based it will expand and contract and is weather proof or a range of bathroom "sealers"

If it was my area and I were doing this, or being paid to, I would likely choose paving sand or a flexible masonry sealant as jamjars05 suggested, depending on the look your trying to achieve.

If you want it to look like tiles then put in what is used when doing them in tiles. I hope your 10-15 mm is enough, I would have though it would need to be more.
