I have laid my broken concrete piece out and filled the cracks with mortar and lightly sprayed it with water but it has cracked where the mortar mets the concrete pieces and is crumbling away What am I doing wrong ?

Beats me, Did you mix the mortar correctly in the first place? You mix it, fill in your joins, then LEAVE it to cure, a couple of days. Don't hose after.

concrete pieces should have also been laid with a mortar bed, compact area between concrete ,then spray with water, then use your mortar, i would mix 4to 1 sand and cement, pack down then spray with water and wait till it has hardened , before walking on it.
