New duvet cover - how to soften?

Bought a new polyester/cotton duvet cover the other day and despite being washed 3 times is (once in hot water) it is still stiff. OK it was cheap and has a thread count of about 20/cm - well, maybe a bit more.
Any ideas as to make it useable?

A cupful of vinegar in the rinse water can help. Put it through the tumble dryer after the wash.

Nah - that didn't work the duvet is still stiff although the pillow cases may be softening a little. Do you remember the freebie bags New World had a few years back? Well the duvet is that stiff! Off to a charity shop I think . . .

We lashed out and bought a silk inner on a recent trip to China. Trouble is that its too soft, and tends to "bunch" in the Duvet outer - stilll a good shake usually fixes that
