DIY or paying someone, does it need waterblasting, windows-eaves- doors etc?

Is the plaster cracked in places ? Needs stopping here and there?
Any maintenance job always costs more then estimated, and takes longer.
Professional job, 2 coats. 2 grand , walls only. My guess.

$30 sq metre take it there are no windows or wood work to paint
