Small flowering shrub?

Hi all. I am looking for a small to medium flowering shrub to cover an ugly area around the bottom of my house - about 5 metres wide. It is full sun, well drained but gets nasty frosts in the winter. Evergreen, needs to get to about 1 - 1.5 metres high (or can be easily pruned to that height). Any ideas?

small hebes, daphnes (poisonous though), smaller growing ceonothus, something strappy leaved like dietes bicolour, some of the spreading roses.

Lorapetulum chinensis - pink or white variety.
Native to the Himalayas, China, and Japan. Low maintenance.
Suits full sun. Grow in fertile, humus-rich, well-drained soil. Regular trimming extends flowering period and the height you want.

Hebes would be your best bet,as fantail said. They are hardy as they as a NZ native. A range of sizes and can decide on white, pink or purple flowers.

Another vote for a Hebe, native species so it suits the climate, generally pretty hardy, has nice flowers etc.

Soooo many choices. It's a bit like asking for a small blue car recommendation. Almost all small blue cars would suit that position. Perhaps go to a garden centre and have a chat to those guys where you can wander and look, touch and smell etc
