standard plasterers mix
add a cupfull of PVA glue to it per mix
will work better if it is at least 15mm thick, a thin wipe over will not survive long

to repair chipped edges or holes in the step use a bolster or grinder to cut the area back to new surface, and if possible cut angles to allow a greater key - these should allow a minimum of 15mm and 20 is better, they can be finished to the original surface level

2 1/2 Sand, 1 Cement & water., not too wet. Mix some PVa with water, add cement and mix to a thick paint consistency to use as a bonding agent to paint on the area you are going to patch.10mm thick on steps is plenty thick. any thicker and you tend to play with it to much and send it drummy.
