Unless the local authority has a bylaw prohibiting this, and if so there should be a sign or notice in place, or on website. Some beaches where they are marine reserves, you cannot take driftwood, shells, seaweed, etc.

Well that would rather depend which river and where, surely? Can't remember seeing a lot of willows in the back country river systems.
And willow is useful, it pulls a lot of introduced nitrates out of still waters and slow moving beds.

I was thinking of nitrates, its pretty filthy down there, i scrubbed up some of the rocks, it would be nice to fix it, i wonder if turfing out filthy rocks and chucking some clean dry ones in would help?.
