No doubt you would be among the first to complain on here if your "retired sparky" installed this-

I told you which product to get. Go on the Legrand site and decide if you want analogue or digital (I linked to both) and then select from there. Or just go to a reputable electrical wholesaler (Stewarts, Corys or Ideal) and buy something there - it will be compliant. Even better, get help from your sparky friend. They will get a discount somewhere between 30-60% off what you can buy it for.

Jonotech also gave you good info. If 15A is enough, his suggestion looks like a good one.

We're also with Ecotricity. We had a Theben digital timer ($225+GST) fitted together with a 30A relay ($69+GST) for our EV charger. Charger is capable of 7kW and has a 32A feed so a bit more than you would have for a HWC.

Digital timer is set to run charger from midnight to 7:00am/7 days but can be differently set per each weekday and has a manual override if needed. Also corrects for daylight saving and power outages. Clever wee item!

Honeywell ST9100C 7 day timer, 1 channel, 3 on/off per day. Installation was included including wiring back to the switchboard due to having no earth wire to the heater.

Before anyone gets too excited about installing a timer, I turned off my hot water cylinder for over 20 hours every day in summer for several months, and estimate that I saved between 1 and 2 units every day by doing that. i.e. between $100 and $200 annual saving. It's almost worth doing.
My cylinder is well insulated and in an airtight box.
