I have, using a self priming paint like timbacryl, make sure it is thoroughly cleaned first and do a trial patch.

There are some good products that are worthwhile eg it might just be a deck chair but do you want the paint to last or not?

I used this above the kitchen sink where the detergent sits.

Yes we like penetrol excellent to use on metal where rust has been removed too.
