Any thoughts about what to plant beside pool type fencing as a privacy screen height 1800mm high

This is a bit of a problem, because planting next to the fence means kids can climb the plants and clamber over the fence. Even if you plant something like a flax, then by standing on the squashed plant the pool fence is not 1200 off that level. To be legal any shrub planted would have to be 1200mm away from the fence

What about jasmine? Bees love it so surely kids wouldn't want to get stung?

Its not going by a pool just fencing in a courtyard. Jasmine sounds nice but it roots for miles doesn't it.
