Soil binding plant that doesn't grow too big

I'm after a soil binding plant which will easily grow in clay, is low maintenance and doesn't grow to big. Ideally it would only grow about 30cm max.

Any suggestions? Thanks.

Blue convolvulus if its a sunny spot, periwinkle if its shady - they don't become invasive in the un-improved clay parts of my garden.

Don't think Convolvulus is allowed by many Councils. Surely Ivy will do the job but you need to keep an eye on it.

Not on any council weedlist, surely, as it is freely available at every plant shop I've ever worked in (or visited)

Do Not Plant Ladder Fern, it will do all you want but just does not understand when to stop
