Someone said there is an insulation product that looks like bubble wrap with foil laminated both sides. It is stapled to the underside of the floor joists. Is there such a thing? Or have I been misinformed? cheers.

yes there is foil based insulation. some of it is like silver bubble wrap. last time i looked at it it was expensive for very little insulation value.
i had that in the first house i insulated and it did not hold very well

We installed that foil bubble wrap under floor in our last house. I can't say that it made much difference, except perhaps a moisture barrier? Prefer the thick, dense woolly stuff any day.
