No reason why not except;
a) as the chips decompose they will deplete the soil above them of nitrogen untilthey have become fully decomposed.
b) as they decompose they will diminish in volume so the level of dirt will also diminish.

The planter box is 4 meters long and 500 high - I just want to save a bit on soil

Oh i get that, I was just meaning that I would use the woodchips on top, like a mulch, rather than underneath where the roots of the plants will be

For all edible plants except asparagus you do not need your soil to be deeper than 150-200mm max. Fill below that with anything handy. Rocks,concrete,household rubbish, gravel-whatever takes your fancy.

if you can get it, polystyrene chips are good for the bottom drainage layer, as they will keep the weight of the planter down
