Retaining wall and a concrete pad

I have a sloping section of land and want to place a garage on it.
Im working out the costs of doing so.
retaining wall will be under 1.5m so no consent required for that, on it's own.

Im wondering though, if that changes, when I want to put in the retaining wall, to level off the ground in order to place a pad above / in front of the retaining wall?

Or is it just a matter of getting the retaining wall put in, then go ahead and sort out a pad?

Do your retaining first,that way you have everything tied in,make sure you have sufficient drainage points at the bottom of the retaining wall,water pressure can be acute & create issues later on.Once you are satisfied then do your pad,keeping in mind any water run off can get away without invading your new shed.

I am not certain but I think that if the retaining wall is to have a surcharge, i.e. a building or drive on top of it, then a consent is required

I was curious about exactly that, but havent seen anything to say so. is that something that would differ from council to council, or is it the type of thing covered by statutory building regulations?

Building work in connection with a retaining wall that:
(a) retains not more than 1.5 metres depth of ground; and
(b) does not support any surcharge or any load additional to the load of that ground (for example, the load of vehicles).

I looked at doing this and discovered that I would need a consent and an engineer. Costs prohibitive so gave the idea away.
